About Phil
Phil Burrell served as the Chief Financial Officer and Deputy Administrator at DHCFP, overseeing Nevada’s Medicaid and CHIP programs, managing more than $15
billion in state, county and federal dollars for programs and services to more than 900,000 members.
With nearly 20 years of private and public sector experience in health policy and health care management, Phil’s areas of expertise include business strategy, population health management, hospital and public finance, as well as health care systems engineering. Phil has developed programs and led initiatives through system-based strategies that result in sustainable outcomes. During the pandemic, Phil led the Nevada’s Home and Community Based Services (HCBS) Initiative, utilizing American Rescue Plan Act funding to expand HCBS services, finance and enhance provider payments, and secure evidence-based technology to strengthen the provider workforce and delivery system infrastructure. At DHCFP Phil oversaw Medicaid’s budgets, which is the largest payer of services to providers in the state. Payment programs included rate reimbursement, value-based care, supplemental payment programs, as well as capitation payments to the state’s managed care programs.
Prior to DHCFP, Phil was Senior Director at the Hospital and Healthsystem Association of Pennsylvania, leading the health policy research and data analytics efforts for 250 hospitals and health systems across the state. At HAP, Phil provided hospital finance analytics and subject matter expertise to health policy efforts, increasing access to care across the Commonwealth.
Phil is a Center for Health Care Strategies Medicaid Pathways Program graduate and a policy researcher for state budgets. He holds a bachelor’s degree in business from Trinity University, a master’s degree in healthcare administration from Texas State University, a master's degree in healthcare systems engineering from Lehigh University, and is in pursuit of a doctorate degree in population health sciences from Thomas Jefferson University.
